During World War II, the War Advertising Council and the Office of War information strongly promoted War Bond buying. One tactic used was emotional appeal, as war bonds did not offer a high rate of return. At the time, war bonds were advertised as a moral and financial obligation as an American citizen to contribute to the war effort and support soldiers overseas.

The payroll savings plan was the backbone of the savings and bond sales effort. The slogan for the program was "save before you spend, everybody every payday." It became a universal way of life for business, industry, government, and military service during the war effort.
