Tourism exploded after the end of WWII, especially for Americans traveling to Europe. The accessibility of lowered flight prices and shorter travel times due to advances in plane technology meant that traveling longer distances was within reach for more of the middle class in the USA. New York is home to a large diaspora of Irish immigrants, so having a local office to plan a visit "home" makes a lot of sense.
CIE Tours was established in 1932 and is still in business today. It is most well known for its bus tours of Ireland, but the company services most of the United Kingdom and other parts of Western Europe. They are highly regarded for their extensive knowledge of history and region.
