During WWI, most of America's livestock and wheat was being sent overseas to feed the troops as well as Europeans whose land was turned into battlefields. Food became exceedingly scarce and rationed heavily on the homefront as the US' involvement continued into 1918. This poser created by the United States Food Administration (a precursor to today's FDA) encourages the American public to increase their consumption of fish, since they require less resources to feed and are plentiful.
